In the interests of self-improvement, I've been reading the various learned papers posted by Dominic Cummings over recent years, and discovered that he's a man WHO GETS THINGS DONE, whereas most other people in Westminster and Whitehall are LAZY.
On the Treasury: "The idea it is a department staffed by brilliant whiz kids is a joke. I saw DfE officials with very modest abilities routinely cheat the Treasury"
On civil servants in general: "Neither the culture nor incentives focus effort on eliminating errors. Most don’t care and you see those responsible for disaster ambling to the tube at 4pm or going on holiday amid meltdown."
On Whitehall: "Its obsession is bullshit process for buck-passing and it fights with all its might against simplification and focus."
This from an essay in February 2017, advocating what Dominic calls 'systems politics', based on the principles that made the Apollo space programme a success. Brexit is a step on the road to revolution...
