How Ofcom manages 'stakeholders'. 

1:The BBC plans to stop broadcasting an afternoon edition of Newsround, saying it will up its online news for 6-12 year olds. 
2: Ofcom asks for comments: gets 37 (16 of them seem to be an organised write-in), most oppose the move. 
3: Meanwhile, the BBC 'explains' its plans to Ofcom.
4: Today, over 60 pages, Ofcom biffs the objections, from Directors UK, the Voice of the Listener and Viewer, the BFI, PACT, The Writers Guild, the Children's Media Foundation and more. Ofcom allows the BBC to stop the afternoon edition of Newsround.
