The lovable BBC may be all in favour of partnerships - but it puts potential partners through some hoops. The tender documents for the Local News Partnerships are now online; this is the scheme whereby successful bidders train and run 150 new reporters who will specialise in shared coverage of councils and maybe courts; and local news outlets (if they can prove they ARE local news outlets) get to use the stuff.
Here are some of the qualifying questions. (There are many more).
Please provide a selection of 10 news stories produced by your organisation over the past 12 months. At least two of the stories must be a year old.
Please describe the training level of your longest-serving editorial member of staff.
Does your local news organisation(s) provide a consistent level of contemporaneous coverage of all aspects of public institutions, organisations and civic life, including councils and public bodies?
