Imagine if, in the days before WWW, a government ruled that all citizens must keep daily records of every address they wrote to, the names of everyone who sent them a letter, every shop visited, every book, magazine, newspaper, leaflet and circular read, and a complete list of suppliers of films, tv, radio and music used each day. And you had to keep a year's worth of those records at all times, just in case the government wanted to look at them.
You might say they were taking a liberty.
