For local people

The Jeremy Hunt/Nicholas Shott wheeze to encourage local tv is a puzzle.  They want Ofcom to give good slots on EPGs to channels providing local output.   That might work partially on Freeview.  But at the moment, ITV looks like keeping regional output.   So it would be up to Channel 4 and 5 to give airtime to regional news, in order to stay in the low numbers on the EPG.  This doesn't work for Sky viewers, where Sky control the EPG - and indeed, ask other channels to pay annual premiums for good slots. Virgin control their cable EPG, as I think, do BT and other newcomers.

I don't think Freeview works either for truly local tv - is there really enough red button bandwith to give services to 30-odd cities ?

If the offer is to "allow" local tv on IPTV, then that suggests a form of control of the web that doesn't yet exist.  And shouldn't.
