It may be how things have to operate in local papers in a multimedia world, but it's a shock to see it written down.
Editors should not "continue with the old practise of reading every story". Instead, they should "evaluate the risk for each story based on content and the seniority of the journalist, and act accordingly". It's part of a memo from Paul Bentham to staff working for Johnston Press papers in South Yorkshire, picked up on Jon Slattery's blog. Unsurprisingly the local NUJ have asked the Press Complaints Commission to consider the consequences.
