It's all a bit topsy-turvy in Ben Bradshaw and Richard Hooper's world. In the proposed regional tv/online pilots (filling a gap in the ITV schedules that Archie Norman is apparently trying to close), the Welsh service goes to Ulster TV and partners; the Scottish service goes to Tinopolis (hq Llanelli) and tons of Scottish papers; and Ten Alps (London and Manchester) share the North East win.
These, at this stage, are preferred bidders - but seeing as they stand to share £47m (at least if Labour hold on to power) they look likely to go ahead.
