As there is no clear 'official' answer, let me speculate. Since the days of News 24, minding the ticker has been a very junior job. The result - typos, garbled takes on breaking stories, and the memorable "Manchester United are rubbish". Odd, cos in other parts of News, headline writing is a top job.
In the four or five stories that might make the ticker for the newly-combined channel, UK viewers might expect at least one domestic item. Yet 'global news' purists would argue that there are many days a year when events in the UK don't rank in an international Top Five. And then there's the "Let's Conquer America" brigade of BBC Studios, who would demand at least one US headline, preferably first.
Whether my analysis is right or not, you can no longer catch up with BBC News via a TV with the sound off....
