Thinking time

The cerebral side of the licence fee debate surfaced yesterday, with BBC Director of Policy Clare Sumner, delighted about a day off from the over-75 licence fee issue, sharing her deep thoughts on "The Universal Role of the BBC" and "The BBC's Role in the Market".

Not much new, apart a headline from research from DotEcon estimating that every £1 of BBC R&D spend contributes £5-£9 in value to the UK creative industries and beyond. [Perhaps the BBC would also like to disclose how much it has spent on R&D over each of the last five years....]

Ms Sumner also hinted about changes in the relationship with Ofcom: "I welcome Ofcom’s commitment to work with the BBC to modernise the operating licence framework to focus more on outcomes for audiences than inputs."    This may put an end to the current practice whereby Ofcom glances a market research it likes, and determines that Radio 2 must play, say 20% of Ofcom-defined 'new music' in daytime.  

Ms Sumner also issued a 'hands-off' about top-slicing, which probably means Ofcom is angling for control of some contestable funding.
