Michael Gove and other leading Tories seem to be convinced that money to draw a plan of a new hospital counts as a new hospital.
This approach to political promises is truly transformational. We have seen a few drawings of a Garden Bridge in London, which presumably means it's banked, as is an airport in the Thames Estuary.
