People with ears closer to the ground than me report murmuring outside new Broadcasting House. The paved piazza contains hidden speakers, as part of the art installation, "World" by Mark Pimlott. Dotted around between twinkling lights and metal place names, they carry some of the BBC's language services.
So if you see someone lying down, they may be trying to catch up with the latest news in Urdu, Arabic, etc. They may, of course, just be lying down. Men in dark suits are usually on hand to check...
