Good heavens - the BBC does pay its tv licence.
According to an answer to a Freedom of Information enquiry, Auntie has something called a "multi-licence" covering 139 properties. And, when a show goes on location and uses a tv, or a big screen goes up somewhere, an extra licence is taken out.
