Who dunnit ?
Clearly it's been days of frenetic negotiation between the BBC and - well, if we knew their names, we'd be round to their houses. The only bit that seems good for the Corporation is a frozen licence fee for six years - which, by my calculations, takes us to 2017, and assumes a charter renewal of marginal impact in 2013. BBC World Service is pushed off on the shaky road of financing that has not produced results for years and years for BBC World. Unless there are new mechanisms we do not yet understand, it's a very sad day.
