The (commercial) Radio Centre is a pretty hardline body that would prefer a BBC hamstrung by dull but worthy programming. However, it comes up with some acute phrases, such as in today's report accusing Radio 3 of moving towards a "ratings by day, reputation by night strategy, as practised by other BBC radio stations – most obviously Radio 1 and Radio 2".
I've not put a stop watch on it yet, but the BBC Trust has instructed Radio 2 to move to 50% speech in daytime. I'm guessing unless they take records away from Jeremy Vine entirely, or hire Chris Moyles, they've got to do more soon....
