Might one detect "the determination of a quiet man" in the last minute move to make the BBC cover free tv licences for the Over-75s out of its income ?
It feels more like the work of ring-savvy Ian Duncan Smith at the Department for Work and Pensions, than the younger team at the DCMS. The BBC is scrabbling round trying to claim it's an inappropriate use of licence fee income, but that's hard to make stick. Their anxiety is heightened by the fact that if introduced, it's progressive, as the population lives longer..
