Anyone out there know who started the "timely, targeted and temporary" mantra ? A prowl round Google suggests a couple of Senators in the States in January this year, but you could imagine it being part of a Bush briefing on the Iraq war - or even a new offensive against the Vietcong....
I suspect Gordon Brown is the one relishing the "temporary" bit. In the run-up to June 4 next year, or whenever, he can corner Cameron into promising to ditch something that hasn't even happened - the 45p higher rate. No wonder Cameron's distancing himself from this package....
