if this is suggesting automatic subtitles are used on BBC, that's not correct. Still people - mainly using speaker dependent speech recognition, as they have done for getting on for 20 years now.
tho i should probably add that automatic captions/subtitles, when managed well, are extremely good these days, and - allowing for trade offs - have parity with subtitles created by people for a lot of content (but not all).
