Lord Hall wants an independent regulator for the BBC, an 11-year Charter, and the requirement of parliamentary majority of two-thirds (both houses) plus an online poll to back any future major changes to the broadcaster. Easier to get approval to bomb ISIS.

How do we know this ? It's apparently the guts of a speech to be made at 6.15pm tonight to the Cardiff Business Club. Spookily, it's in every paper, on BBC News Online and presumably available via the Press Association. But then, the BBC does have 129 press officers.

If I'd paid for my dinner tonight (£37.50) at the Hilton, Cardiff, I'd be after my money back.
